Dear Resident,
Newburgh Parish Council offers its deep condolences on the death of Her Majesty Queen Elizabeth II. A Book of Condolences is available to sign in Christ Church Newburgh (open 4- 7pm).
This newsletter is also a tribute to Jacky Citarella, the Council Chair, who died suddenly and unexpectedly in June. Jacky was a Parish Councillor for 24 years and served several times as Chair or Vice Chair. She worked unstintingly for the village and was known both for her service and her kindness to many residents. All her actions and decisions were in the interest of the village and its people. The Council and residents will sorely miss her outstanding contribution to village life.
……………………………………………………………
We were pleased to welcome Paul Halliwell to the Council, however, we are still two Councillors short and would really welcome anyone with an interest to have an informal chat with any Councillor to see whether you might like to join us.
Following our analysis of road safety matters, the Council met Philip Durnell (Lancashire County Council Director of Highways) and Andy Pratt (Dep Police & Crime Commissioner for Lancashire). As a result, Andy will address the September Parish Council meeting on road safety (see details).
We have also made strenuous efforts to emphasise the gravity of flooding problems in the village to Lancashire County Council. Much work has since been done renewing drains under the A5209 and flailing the culvert to the Leeds & Liverpool Canal to increase capacity. Work has also been done on the pipeline in Back Lane. Recent dry weather has meant the repairs have not been fully tested. Time will tell!
Chris Moore, Chair
Road Safety Presentation
Residents are invited to a presentation on road safety issues by Andy Pratt, Dep Police & Crime Commissioner, at 7pm on Wed 28th September, before the scheduled Parish Council meeting. The presentation will cover practical solutions to road safety including what can be done locally and what support is needed from Lancashire County Council. This is a great opportunity for residents to find out what can be done to improve road safety in Newburgh.
Sports Club
Fixture lists for the Saturday afternoon football games can be found at the Post Office, so please come along and support your local team.
Dog Fouling in the Village
There has been an increase in dog fouling on pavements and in areas of open ground. Dog fouling is not only unsightly, it is also dangerous to anyone who falls/slips on it. Please be a responsible dog owner and clean up after your dog. All waste bins in the village can be used. Anyone caught fouling public places can be fined.
Post Office
Here at the Post Office, we are getting ready for Autumn and will be planning some keenly anticipated evening events to launch our Christmas gifts and cards. The gazebo will be up again shortly and our menu will reflect the weather with lots of delicious warming drinks and food. As ever the Post Office counter continues to provide all the regular services including cash withdrawals and deposits. New to the Post Office is the Amazon Hub, you can now arrange for your Amazon delivery to be dropped here via the Amazon Hub and collect your parcel at your convenience.
Once gain we thank the village for your continued support.
Newburgh School
A New School Year!
We were delighted to welcome our children back to school at the start of September. Our Year 6 children led in our Welcome Worship in church for our new Reception children and their families earlier this month. At this worship, our Year 6 children were also informed that the applications that they had completed to be a Newburgh Prefect had been successful and they each received their badge with great pride.
Living out our 6 Gospel Values of Respect, Hope, Trust, Thankfulness, Forgiveness and Friendship is extremely important to us at Newburgh and we know that our Year 6 children will uphold these values and be great role models to all our children. Later this month we will look forward to holding our whole school Eco and School Council elections in which our Head Boy and Girl will be chosen. These roles will provide a great opportunity for our school to enhance the ever-growing links we have with our local community and we look forward to sharing our projects with you.
Appleton Fields Progress
The meadow and wood next to the Sports Club called Appleton Fields are providing a welcome venue for residents to enjoy, whether dwelling to look at the flowers, grasses and trees on the site or walking (with or without dogs) or running through it. We are very fortunate to have been left the
site by the Appleton family and are keen to manage it for its environmental and ecological value.
In the last few months, with the help of volunteers, the woodland entrance and paths have been improved, the eastern edge boundary re-fenced, much ragwort cleared and some wild flower seeds sown. In the wood we have used Working Woodlands to thin the trees, opening the area up and adding habitat so that more wildlife and plant species may eventually flourish.
The Appleton Fields Association has just become a registered Charity with volunteer Trustees from the village. Our status as a charity will be valuable as we start to raise funds for the next stages in the management programme. We benefited from an exceptional coffee morning to raise funds hosted by Jo Gerard and Ailsa Moore with much volunteer help, which raised £800. We are now beginning to devise a master plan based on the findings of the residents’ survey conducted this year, together with expert advice from Lancashire Wildlife Trust, Beacon Rangers and others managing similar assets. The plan will be reported to residents in due course.
The association is keen to encourage the involvement of as many residents and organised village groups as possible. We meet as an association every third Tuesday of the month, 7pm in the Sports Club (next meeting Tues 20 Sept) and have volunteer days on the last Saturday of the month (10am
on the field). Please feel welcome to come along and contribute ideas to our plans or help with the occasional maintenance task.

Spot the species!
Here are some of the wildflowers seen in the meadow this year: musk mallow; devil’s bit scabious; lesser knapweed; red bartsia; yellow and purple loosestrife; butter and eggs (toadflax); yarrow; germander speedwell: cuckoo flower; northern and southern marsh orchids. And some of the grasses: colonial bent grass; meadow foxtail; buffel grass; common velvet grass.
Our aim is to add to and enhance these species over time.
AppleCast
We hope that our friends and neighbours are well and have enjoyed the beautiful summer. We have been busy welcoming visitors to the farm and coffee shop and continuing with the development of the site. Two local councils commissioned AppleCast to provide Young Angler and Young Farmer sessions for children. They were very successful and we feel that we made a difference to their long summer holiday.
We have also welcomed some new members to the farm joining our ever-expanding AppleCast family including rare breed ducks, pheasants, peacocks and turkeys. Not all of our new family have feathers – we have three deer who have settled in well to their purpose-built enclosure and have recently re-homed a lovely horse called Raisin who needed to find somewhere else to live; luckily she chose us and is an absolute sweetheart. Once again we look forward to welcoming you all to AppleCast – please call in to say hello when you visit.

Overhanging Hedges
These can obstruct pavements and mean pedestrians have to step out onto the road. This is particularly dangerous for the elderly, those with children, push chairs or wheel chairs. We respectfully ask residents who have any overhanging hedges to cut them back so the full width of the pavement is useable. If problems persist, Lancashire County Council may cut the dangerous overhang and bill residents.

Energy Rebate Scam emails
There has been a sharp rise in fake emails supposedly from Ofgem (using the brand logo), claiming that the recipient is due a rebate payment as part of a government scheme and provides links for the recipient to follow in order to apply for the rebate. The links in the emails are designed to steal personal and financial details. All the emails display the email subject header “Claim your bill rebate now”. Please delete these emails and do not click on any link.
