What The Council Does
What do we do?
- We monitor the appearance and cleanliness of the village and take action to maintain standards
- We provide and maintain the children’s play area, bus shelters, seats and notice boards
- We use speed devices on our main roads to collect traffic data
- We communicate with residents about local issues, giving information and asking for views. All residents and businesses get our regular Newburgh News and Annual Report.
- We make representations to Councils, Police and other public bodies on residents’ concerns and ideas
- We liaise with Borough and County Councils to make sure we get good service on street cleaning, footpath and grounds maintenance and highways.
- We offer comments on planning applications to the Borough Council and publish their decisions
- We work with other village organisations such as Newburgh Fair, Christ Church and young people’s organisations to support and publicise their activities
- We initiate projects that benefit residents, such as the 700th anniversary celebrations
- We publish guides and booklets for the benefit of the community and its visitors
- The Parish Council has adopted a Values and Vision Statement following consultation with residents. An associated Work Plan is prepared each year. Copies of these documents are available from the Parish Clerk
How are we funded?
The budget for 2026/27 is £23,287. However, due to changes in how central Government finances Council Tax, part of the amount is now funded via a Council Tax Support Grant from West Lancashire Borough Council. This year, the Council Tax Support Grant is £290 and the remainder, directly funded by residents (the Precept), is £22,997.
The total of £23,287 is supplemented by a sum of £930 from West Lancashire Borough Council which is allocated to play area maintenance and village cleaning.
How is the money spent?
The Council depends on the support of its Parish Clerk to operate efficiently and a salary is paid. Councillors are not paid but can claim for travelling expenses.
Other expenses are administration costs (such as IT, auditing); village maintenance (cleaning, street furniture repairs, speed device etc); communication including Newburgh News; and a small number of donations.
How are we organised?
The Council meets monthly on the fourth Wednesday (except August) at 7pm in Newburgh School Hall and holds an Annual Parish Meeting in May. An agenda and minutes are published for each meeting. The Council appoints a chairman and vice-chairman. A committee is responsible for finance including the annual budget and a working group reviews planning applications.
Roll of Honour
In 2014 Newburgh Parish Council commissioned a Roll of Honour to commemorate the 100th anniversary of the start of the 1914 – 1918 World War. The Roll was prepared by military historian Richard Houghton who is Honorary Secretary of the Lathom and Burscough Military Heritage Society.

Round O Quarry liaison: The quarry is now full and and currently undergoing restoration.

Peter Lathom Trust
Parish Councils including Newburgh appoint Trustees to the Peter Lathom Trust which works to try and identify those who may be eligible under the Charity’s current scheme to assist those “in need, hardship or distress.” Phil Atty (Tel 01257 463469) is the Newburgh Councillor who serves as a Trustee and is responsible for a yearly distribution of grants from the Trust. Previous grants have been made to the village school, the church and other village organisations such as the Scouts and Women’s Institute.
